 Develop detailed design, SOW, BOQ, TOR and tender documents based on conceptual engineering, operational requirements, prescribed standards and project management principles for engineering design and construction projects. Participate in techno commercial contract evaluation and vendor selection.  Interface management with internal stakeholders to ensure compliance with standards and coordinating contractors, suppliers, consultants, ministries & agencies to eliminate conflict with external stakeholders.  Define execution strategy, project plan and establish milestones in line with PMO procedure to ensure project needs & department goals. Manage in-house supervision of construction & design contracts by monitoring and reporting as per project management plan. Directing and motivating project team.  Ensure mitigation of current & potential project risks by identifying, assessing, developing contingency plans and initiating timely preventive action to avoid project delays. Chair project meetings; oversee preparation and implementation of recovery plans by consultants and contractors. Administer contracts and manage time to achieve project delivery, asset handover to O&M Division, department milestones and Corporate KPI’s.  Comply QHSE procedures, prepare quality plan to attain quality targets. Organize HAZOP, SIL & HSE review. Follow commercial guidelines to prepare & control budget, pursue cost optimisation, certify payment, review variations & claims.  Liaise with the executive to agree contract strategy, seek necessary approval, overall direction and execute with integrity the assigned large-scale projects.
