About the role

This role has a mandate to "Solve for Billion Indians" by architecting open National Platforms that enable accessible, efficient & transparent service delivery to ordinary citizens in areas like water, sanitation, health, urban and public finance management.

To make this exciting transformation happen, we are hiring motivated and talented professionals with skills and experience in J2EE-related technologies, with a passion towards Nation-building, and building world-class technology solutions.

Key responsibilities include, but are not limited to:

- Work very closely with teams across the organization (Platform, Product, Engineering, Implementation, and DevOps) and capture, track, and highlight the dependencies on each team and ensure they are timely resolved.
- Set up project management processes and guidelines and ensure that all activities are driving towards the defined goals. He/She has to run the product delivery with the accountability of on-time delivery.
- Act as a single source of truth across all Product/Platform Delivery tracks for updates, risks, and mitigation plans. Dashboard/toolification of the entire process would be an anticipated output here. Any tool can be used for this but an open-source tool is good to have.
- Participate in planning meetings and publish the release plan with milestones after talking to Platform, Product, Mission, and Engineering teams.
- Keep all the stakeholders informed with frequent communication updates. Collaboration skills are a must-have requirement to manage interaction among the cross-functional team.
- Provide technical leadership in all aspects of SDLC, including system analysis, design, development, testing, and deployment.
- Promote architectural and development best practices.
- Understating the platform and work on the configuration of business requirements.
- Implement the technology strategy of eGov.
- Lead and manage the development team.
- He/she will also be responsible for keeping up to date with emerging technologies and making choices on tech building blocks.
- Demonstrate the ability to bring in a fresh perspective; generate imaginative ideas and approaches.
- Conduct regular change management sessions wrt to technology changes as a change management process working with Architects.
- Cater to DevOps processes for the development and deployment of the platform.
- He/she will mentor the top tech talent within the organization.

Required Skills & Experience:

- Bachelor's degree in any stream with IT experience.
- Demonstrated ability to manage multiple projects at a time across locations is a must.
- 3+ years of hands-on experience on at least one Project Management tool preferably open source is a must. Great capabilities to handle things in Excel are a plus.
- Total IT experience of 8-12 years with 4+ years of work experience in a project delivery environment handling multiple projects at a time.
- Excellent exposure to preparing and presenting status, reports, and plans to Senior leadership and mission leader.
- The operating style is suited to working in a small-organization setting, where teamwork and resourcefulness are highly valued.
- Ability to work independently and proactively, without support staff and with little supervision
- Prior exposure to either the urban governance sector, public sector, development sector, or consulting is an added advantage.
- High level of spoken and written fluency in English.
- Hands-on. Experience in multiple technology streams (Java/J2EE, dynamic languages, Springboot, Web Services, and Design Patterns)
- In Depth knowledge of GIT, Maven, Jenkins, YAML/JSON, Open API Contract - Swagger, and Postman.
- Familiar with Microservice architecture, Docker, Kafka, Kubernetes, and REST concepts.
- Knowledge of Python and Analytics is an added advantage.
- Hands-on experience with Postgres/ PSql or any other SQL database.
- Knowledge of Elasticsearch, NodeJS, and ReactJS.
- Ability to compare various options and decide.
- Ability to see abstractions bubbling up from different teams and consolidate the same.
- Leading teams on end-to-end development and implementation.
