    Project Description:

    TechnoServe intends to provide project implementation support to "Inclusive and Sustainable Bamboo Value Chain Development in Northeastern India", for which an application for financing has been made to the Asian Development Bank.

    The program will have the following outcome: inclusive and sustainable bamboo value chains in northeastern India developed. The outcome will be achieved through four outputs, as follows:

    Output 1 : Community bamboo resources utilization and management enhanced. The output aims to support participating project communities (PPC) to enhance bamboo resources utilization and management.
    Output 2 : Bamboo value chain infrastructure and services provision improved. This output aims to improve bamboo value chain infrastructure and services to ensure enabling business environment and access to finance for private investors and entrepreneurs in the bamboo sector

    Overview of Project: The project 'Inclusive and Sustainable Bamboo Value Chain Development in Northeastern India' aims to achieve the following impact:
    - Rejuvenate the under-developed bamboo industry in India
    - Reduce dependency on imports of bamboo and bamboo products
    - Increase income of primary producers

    This will be achieved through the following outputs:

  • Community bamboo resources utilization and management enhanced
  • Bamboo value chain infrastructure and services provision improved
  • Digital bamboo production monitoring system, marketplace, and market intelligence established
  • The consultant will have significant experience in agriculture and small and medium-sized enterprise financing, bank loan officer or economist with specialization in financial analysis (including capital investment appraisal); Preferably proven expertise in investing, particularly in financial structuring of cash flow-based lending projects; and experience working in South Asia, especially India (including North East region)

    Role Description:

    The consultant will:

  • Analyze domestic financial institutions' lending to agriculture and agribusiness sector;
  • Based on the analysis, design BVC investment financing mechanism(s) to implement output 2 based on a rapid assessment of the post-harvest facility needs of agribusiness SMEs involved in the value chains of the selected products;
  • Develop selection criteria for participating financial institutions (PFIs) and identify potential PFIs based on the criteria;
  • Prepare the terms of reference (TOR) for the surveys of farmer organizations and agriculture cooperatives and SMEs and conduct the surveys;
  • Based on the surveys, identify potential farmer organizations and agricultural cooperatives and agribusiness SMEs to prepare a preliminary list of sub-borrowers from the PFIs;
  • Develop representative business plans for each BVC, including the identification of suitable joint venture models; and
  • Lead the design of a capacity building program in financial management for farmer organizations and agricultural cooperatives and SMEs and a capacity building program for PFIs to develop their skills in the assessment of proposed AVC-based investments from the SMEs
  • Key requirements:

  • Essential: Masters in Agriculture Economics / Economics / Finance
  • Essential: Minimum of 10 plus years of total professional experience
  • Essential: Regional/Country experience in India / Asia
  • Excellent written and oral communication skills
  • Ability and familiarity working with ADB / WB / IFAD-funded projects will be a preference
  • The consultant should have worked in a minimum of one international development sector funding project
  • Experience in the north east India region or India region in Development sector funding project is required
