    Description:

The Treasury department is responsible for the management of BNY Mellon's balance sheet. It assumes a variety of risks in its activities to generate net interest income, largely through the monetization of the firm's deposit base through its investment portfolio of fixed income securities. Additionally, the Treasury drives the allocation of the Firm's financial resources across the company, balancing capital and liquidity needs and demands and works to create the appropriate financial incentives for the businesses using these scarce resources.

The Treasury Risk function is the second line of defense responsible for the oversight of liquidity risk, interest rate risk, investment portfolio mark-to-market risk, and capital risk at BNY Mellon. The team monitors Treasury's deployment of the firm's financial resources to businesses across the company, ensuring that risks and trade-offs are appropriately identified, measured, controlled, and reported. Treasury Risk works very actively with the other Risk & Compliance functions impacted by Treasury including Market Risk, Credit Risk, and Model Risk to understand a holistic risk profile of the business' risk taking. As BNY Mellon is a Global Systemically Important Bank (GSIB), the regulatory requirements and expectations for the Treasury and Treasury Risk are at the highest standard in the country.

The Framework Management group is part of Treasury Rik and has the overall mandate to drive the design and operation of the Treasury Risk oversight framework, including policies, governance, procedures, standards, reports, practices, internal controls and quality control activities, as needed, to promote effective risk oversight, in alignment with firm's best practices and regulatory requirements.

The Specialist will part of the Treasury Risk Framework Management team and responsible for a variety of activities including:

    • Assist in the development and ongoing application of the group's risk oversight framework, practices, standards, internal controls, policies/procedures, and quality control activities to promote effective risk oversight
      • Functional coverage includes liquidity risk, interest rate risk, portfolio risk, and capital oversight
    • Support the execution of the firm-wide Treasury Risk limit framework and effectively communicate policies, standards, and enhancements across stakeholders
    • Partner with technology staff to create, develop, and implement new risk analysis platform and data initiatives
    • Develop procedures, training materials, and related documents to ensure continued adherence with firm policies and promote consistency in risk reporting practices
    • Maintain Treasury Risk limit tools and perform data quality control to ensure timely and accurate data records
    • Identify and resolve data integrity issues, providing guidance and best practices as needed
    • Analyze and develop data analytics, reporting, monitoring, and tools to ensure accuracy and appropriateness

Responsibilities and opportunity will evolve with the rapid development of the Framework Management function, Treasury Risk function, and Risk & Compliance department.
