Purpose of the job

Manage the safety and security programs on-site to be compliant with all corporate standards and guidelines and National and state regulations.

About the job (Job Responsibilities)

• Guide site management to develop and ensure implementation of safety and security policies, year plan, and (best) practices in line with corporate objectives, guidelines, (business) plans and strategy, in order to ensure the realization of (strategic) objectives of the site.
• Manage plants Safety Management Systems that provide policies and procedures for employees.
• Ensure that federal, state, and local safety laws, regulations, codes, and rules are observed and adhered to including recordkeeping and reporting requirements.
• Responsibility for HSES activities for the site.
• Carry out testing of plant safety systems to ensure reliability. Responsible for issuing and authorizing necessary work permits in plant. Conducting HSES training for employees and contractors.
• HSE KPI monitoring and reporting in EPM.
• Conducting periodic HSES committee meetings.
• Conduct Incident Investigation and action planning.
• To maintain the IMS system.
• Functions as a Key member of the emergency response team.
• Along with site management, act as a change agent for the safety culture and continuous improvement and role model for ensuring compliance with safety and security policies and procedures.
• Ensure compliance with OSHA, ANSI, or other safety compliance standards as applicable.
• Serves as a liaison for external and internal audits, inspections, and agencies.
• Review accident reports to identify patterns of injury and to determine whether unsafe conditions contributed to the accident; advise departments of trends in injuries and proper safety procedures that may result in a reduction of injuries; provide departments with information that will aid in reducing accidents and improve safety.
• Manage plant security to meet Nouryon guidelines and regulations. Interact with internal and external groups to integrate plant programs with other facilities and agencies and to put in place best practices
  • Understands and helps implement the Nouryon Corporate HSES Policy and related objectives.
• Aware of potential environmental, health, safety, and security impacts in the area of responsibility and the consequences if an upset occurs. Understands and implements any parts of the Environmental Compliance Plans, Waste Management Plans, and Emergency Response Plan that apply to the area of responsibility.
• Participates in the site's ongoing Pollution Prevention Process. Participates in the sites HSE&S processes and training activities.
• Is knowledgeable and complies with all regulations and complies with Nouryon s Rules & Regulations. To sustain and improve BBS implementation (Behavioral Based Safety).
• To contribute as People Safety Expert pool member.
• To work as site security coordinator
  • Implementation of Nouryon HSES Policy, rules, and procedures at the site.
• Lead and motivate the site teams for continuous improvement (NAT, BBS, LSR).
• To participate in HS studies at the site.
• To ensure proper utilization of the Enablon System.
• To ensure effective utilization of IMS system Co-Ordinator.
• Active member of local safety network (MARG).
• Managing applicable legal compliances.

We believe you bring (Education & Experience)

• Bachelor's Degree in related field or equivalent experience Degree/Diploma in Engineering.
• Diploma in Industrial Safety or an equivalent certification.
• 5+ years' experience in manufacturing setup.
• Thorough knowledge of chemical plant operations.
• Extensive knowledge of regulations, Process Safety Management, and emergency response.
• Liaison for HSE at Government and local levels.
• Excellent interpersonal relationships

• Influencing skills: Is able to explain and convince internal and external parties beyond content-driven arguments and is able to appeal to interest, culture and level of others.
• Networking: Creates and maintains significant networks, participates in (inter)national conferences, and executes advocacy activities in favor of Nouryon to ensure an optimal representation of the organization.
• Expertise (HSE): Professional with broad and/or extensive knowledge in own specialized field built on an understanding of the theoretical concepts and principles and their context.
• Projects (HSE): Leads large (sub) projects across more disciplines and defines scope of the project.
