Jhpiego is hiring for the position of State Program Officer for its BMGF funded comprehensive primary healthcare project based at Lucknow, Uttar Pradesh.

The position will work closely with the Jhpiego Uttar Pradesh as well as Jhpiego India CPHC program teams to ensure the timely operationalization of health and wellness centers, roll-out of expanded package of services, support the urban health programming and quality improvement initiatives at HWCs as per the project work plan in the state.


This position requires technical expertise, public health experience, strong coordination skills, understanding of Indian public health system and ability to develop positive, professional working relationships with various government counterparts and other development partners.

This position will report to the State Program Manager-CPHC, Uttar Pradesh.


Responsibilities:


Job Responsibilities:

  • Support implementation of the Comprehensive primary healthcare project in the state of Uttar Pradesh.
  • Provide direct supervision and facilitate field activities as well as technical assistance to state governments for operationalization of Health & Wellness centres in the state.
  • Support in establishment of innovative ecosystem for designing solutions for strengthened linkages for ensuring CoC for various health services. Also support in implementation and scale up of innovative solutions.
  • Provide support for field level integration of RMNCH+A services within CPHC service delivery framework through Health and Wellness centres.
  • Provide technical and programmatic guidance to Jhpiego fieldbased teams in the state of Uttar Pradesh.
  • Manage and support implementation of the annual work plans by assisting in designing, tracking and providing support to the implementation and monitoring of program activities.
  • Support in the implementation of CPHC roadmap, operational plans and financial proposals (PIPs) for setting up of HWCs in the state in line with GoI guidance.
  • Work closely with Government/NHM officials and Health Department staff for smooth project management and respond in a timely manner to requests for meetings and reports.
  • Work with MER team for tracking progress, indicators and deliverables according to agreed workplans and academic publishing based on the program implementation.
  • Ensure state, donor and headquarter reporting needs are met in a timely manner.
  • Facilitate project activities including workshop planning and logistics management.
  • Coordinate and collaborate with JHPIEGO staff and consultants for effective program implementation as well as liaise with other partners working in CPHC and RMNCH+A domains.
  • Represent the organization at the appropriate forums as and when required.
  • Travel within the state or national level as per the project and organizational requirements.
  • Support documentation of project results, successes, challenges and lessons learned.
  • Work to ensure efficient and effective administrative operations, maximizing the input and support of other Jhpiego staff and consultants as appropriate.
  • Perform or assume other duties as assigned by the supervisor.

Required Qualifications:

Qualifications/Knowledge and Experience:

  • Bachelors in Medicine with a valid registration. Masters in Public Health (MPH)/ Post graduation in Health Management and /community medicine would be preferred.
  • 710 years of experience working with government and counterparts
  • Technical knowledge and field experience in supervising public health programs and teams.
  • Familiarity with the Indian health system, newer initiatives in health sector especially Ayushman Bharat Health & Wellness Centres and relevant government policies/strategies particularly NHM.
  • Experience and demonstrated ability working on donor projects including experience in developing and managing programs and budgets.
