I was the Biomedical Engineering / Biomedical Engineering Adviser to the Minster of Health, Biomedical Engineering Department, National Hospital Guido Valadares, and Ministry of Health. Democratic Republic of Timor –Leste. March 2011 to September 2018.
1. I have strengthened the capacity of the Medical Equipment Department of the Ministry of Health in the area of organizational setup, capacity building, policy development, and implementation.
2. Carrying out the maintenance and repair activities for Health Posts, Community Health Hubs, District Hospitals, Referral Hospitals, and National hospitals in Dili.
3. Developed the medical equipment maintenance strategy and physical assets management plan for the Ministry of Health and Establish central, referral, and facility-level maintenance and repair (M&R) workshops in the central regional, districts, and health facilities in the country.
4. Developed and updated the essential equipment list for all levels of health facilities in the country with brief specifications and a list of spare parts required.
5. Updated the equipment inventory list and establish an appropriate equipment database which includes the report -ing system for medical equipment maintenance problems.
6. Developed the training modules for major equipment and conduct in-country training for the Ministry of Health and facility-level maintenance staff.
7. Assisted with the technical aspects of medical equipment procurement including the development of specifications, bidding documents, bid evaluation, and contract award.
8. Carried out equipment inspection, testing, and certification of acceptance for newly procured/donated equipment, spare parts, and biomedical equipment consumables.
9. conducted an orientation course for management staff and supervisors of the health facilities on equipment use, maintenance and repair need, inventory, and reporting systems.
10. Assist to the MoH and Facility In-charge to check the stored equipment and prepare the disposal list.
11. Carrying out an assessment for maintenance and repair training for facility staff and recommending both in-country and overseas training.
13. Updating and keeping the equipment-wise Operation and Maintenance Manuals and conducting training for their application. Completed Maintenance and repair of all of the medical equipment in Timor-Leste hospitals some NGOs Health facilities,
Australian medical crops (Australian Army) hospital, Timor-Leste.
14. Produced the Medical Equipment policies and user level Manuals for the ministry of Health RDTL.
15. Updated current Analogue Radiology (Imagine) System to a Digital and Computerized system.
