Project Background


The India Health Learning Activity will leverage a combination of Monitoring, Evaluation, and Learning and Collaboration, Learning, and Adapting platforms to capture lessons learned from USAID/India health programming and its response to COVID-19, use data to document India's successes, and to shape strategy in the region, and to create an effective health learning strategy.

In effect, using data, technology, and talent for greater impact.


Q2 Impact is hiring an experienced Chief of Party who will lead the India Health Learning Activity by working closely with the USAID/India Mission and manage staff and the technical direction of activities.

The Chief of Party will be responsible for being forward-looking, anticipating the needs of the Mission, and adapting accordingly.

This position is contingent upon contract award.


Duties and Responsibilities:

The COP will lead and manage Q2 Impact's efforts in Delhi, India to achieve project results.

S/he will provide vision, technical leadership, and management to ensure that the activity is implemented in a manner that is consistent with project work plans and USAID requirements through managing a complex program, including the recruitment and supervision of long and short-term staff and consultants, and interact productively with the Mission, Embassy, GOI officials, and other stakeholders and development actors.


Other responsibilities include:

Program Management, Program Implementation and Technical Management

  • Define guiding vision of the project and build consensus with stakeholders.
  • Lead the development of the work plan with team members.
  • Oversee project management systems for finance, administration, logistics, human resources and strategic operation.
  • Serve as the main point of contact for the contract with the USAID India, Indian Ministry of Health, implementing partners, other donors, and Indian government.
  • Lead work planning, including contingency planning if necessary, and oversee the operations of the contract to achieve successful implementation of activities.
  • Ensure quality control and overall responsiveness of MEL technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID and working environment in India.
  • Serve as the main point of contact with the USAID and implementing partners and provide overall vision and leadership of the India Health Learning project.
  • Manage and oversee preparation and ensure timely submission of all deliverables.
  • Ensure the quality of all data collection, analyses, reports, and other deliverables and that they meet Q2 Impact and USAID quality control/assurance standards.
  • Direct and monitor execution of all activities within the work plan and ad hoc requests.
  • Coordinate with Q2 Impact Home Office on technical activities to ensure proper reporting, quality and tracking.
  • Ensure appropriate thought leadership and communications pieces are coming from the project, highlight pain points for innovation or opportunities for piloting innovation activities.
  • Lead project to attainment of high CPARs.

2. Personnel Management

  • Mentor local staff to enhance capacity and actively contribute expertise to the Contract overall and provide strategic and operational direction.
  • Ensure the completion of timely reports, evaluations, analyses, assessments, and deliverables that meet USAID quality control/assurance standards.
  • Ensure compliance with the terms and conditions of the Contract.
  • Achieve program results efficiently, in a timely fashion and in compliance with USAID, US Government policies and procedures.
  • Implement a positive corporate culture; support other groups and practices in attaining their goals/targets.
  • Motivate staff to perform effectively toward project objectives, through communication, team building incentives, and responsiveness.
  • Lead through example, offer and implement constructive and practical solutions, and implement current and revised policies, procedures, and systems.

3. Communications and Information Management

  • Maintain twoway communication throughout the project with Client, team, home office, subcontractors, and other relevant project organizations.
  • Communicate with interested individuals, organizations, stakeholders as needed.
  • Make formal and informal presentations on request by Client or as needed for other parties.
  • Prepare periodic reports to Client on progress towards project objectives.
  • Represent Company interests.
  • Ensure the promotion of the project among Ministry/client department heads, professional groups, and other relevant people.
  • Establish criteria, guidelines, and formats for project plans and reports.
  • Model and ensure collaboration among project Senior Management Team on operational matters as well as programmatic matters.
