PSC Capacity Building Consultant

Central Tibetan Administration (CTA) Programs


This document outlines the Scope of Work (SoW) for the PSC (Public Service Commission) Capacity Building Consultant to assist the National Democratic Institute's (NDI or the Institute) programs with the provision of support to the CTA in India.

Background


Based on the findings of the organizational capacity assessment of the PSC, NDI and the International City/County Management Association (ICMA) are supporting the PSC to modify training programs and develop more robust and accessible training modules for CTA staff.

NDI and ICMA are providing technical assistance to the PSC as they use the assessment findings to develop a CTA-wide training policy, which will be used to standardize staff training and professional development procedures, as well as ensure that CTA training plans and programs align with CTA staffing and capacity needs.

Both the organizational capacity assessment report and the training policy will be finalized by June 2023.

NDI will support the PSC to present the policy to CTA stakeholders and from July-September 2023, NDI and ICMA will work with the PSC to develop training guidelines to supplement the policy.

While the policy outlines the overall training roles and responsibilities, the guidelines will serve as a roadmap for trainers and facilitators to establish a set of best practices to ensure robust training course development.

NDI, therefore, seeks to engage a consultant to conduct a feasibility study to establish a training institute within the CTA, to formalize and strengthen its training programs.

NDI seeks to conduct a mapping of training needs and develop a framework for the establishment and growth of a training center to serve the needs of the CTA.

Purpose


The consultant will conduct a feasibility study on the establishment of a CTA-level training institute and support the development of CTA-wide training guidelines.

Scope of Work

  • Review existing materials and resources concerning the PSC and the CTA's training processes, including previous reports and need assessments, and conduct additional assessments as necessary;
  • Work with NDI staff to develop a threeyear capacitybuilding plan to support the needs of the PSC;
  • Support NDI staff in the drafting and development of CTAwide training guidelines and supporting documents;
  • Develop the framework for the assessing the feasibility of a CTAwide training institute;
  • Meet with CTA leadership and relevant stakeholders to understand the expectations of the training institute project, including finalization of the methodology;
  • Conduct interviews with relevant stakeholders to establish a vision for the training institute;
  • Carry out a needs assessment that includes a through a review of the existing training facilities, capacity and training plans/curricula currently used by the CTA, and other factors of relevance;
  • Develop a draft roadmap of the establishment of a training institute, including the requirements for its establishment, the way in which it should grow, and a fiveyear training plan for the institute;
  • Convene a validation session to present the CTA with a draft training plan and draft roadmap for the training institute, including clear options where final decisions need to be made;
  • Incorporate feedback from NDI staff and the CTA throughout the drafting phase;
  • Finalize the fiveyear training plan and roadmap of the framework for the training institute.
  • As needed and in coordination with NDI staff, provide training to CTA and PSC staff on new processes and systems.
Deliverables

  • PSC capacitybuilding plan;
  • PSC training guidelines;
  • Training institute inception report with proposed methodology;
  • Report on the results of a training institute feasibility study;
  • Training/capacity needs assessment and needs assessment report as needed;
  • Document/resource review and interviews conducted;
  • Draft roadmap of the development of the training institute;
  • Final fiveyear training plan and concrete roadmap for the establishment of a training institute.
Estimated Level of Effort

  • The expected start date of this consultancy is 07/01/2023, and the end date is 09/30/2023, with a maximum of 46 billable days.
Qualifications and Core Competencies

  • Hold at least a master's degree in Social Sciences, International Development, or any other relevant discipline;
  • Minimum of 10 years' experience in capacity development, training projects, business development and delivery, strategic planning, project or portfolio design, delivery and management, facilitation, managing and coordinating multicultural teams, and managing budgets within large and complex institutional settings;
  • Ability to collaborate with Senior Management teams and responsive to the needs of multiple stakeholders, with excellent negotiation skills;
