Company Details:
To provide professional and pro-active Health, Safety and Environmental support providing assurance to the business, management and employees of compliance with HSE legislation, company policy and industry standards.
Reporting to the Safety Manager (Road), working across the business and not limited to Road alone as needs and duties required.
Job Details:
- Leading management and employees in a positive and constructive manner, providing guidance and assistance in adhering to the company, best practice and industry standards in relation to HSE.
- Maintain an up to date knowledge of Cubic Transportation Systems Limited procedures and HSE management standards, able to provide consistency guidance in a pragmatic and appropriate manner.
- Maintain an up to date knowledge of the Road and Client requirements and applicability to rules, policies and procedures affecting health, safety, welfare and environment. May be required to participate in updating and reviewing policies and procedures.
- In partnership with the, H&S Training Manager; may be required to identify, create and deliver HSE training sessions for internal and external workers as needed.
- Ensuring that the National Highways Sector Scheme 8 portfolios are kept in good order and audit ready.
- Assurance of safe working practices by carrying out site inspections, actively liaising with local managers to close out any issues identified
- Maintain appropriate certification in order to be able conduct site surveys and document site specific risk assessments. To monitor and record all internal and external nonconformance's and work constructively with all levels of the organization to implement solutions to prevent reoccurrences.
- Validate the effectiveness of the customer focused safety plans and the requirements of the Construction (Design and Management) Regulations and ensure that these meet the legal and contractual requirements.
- Work as one team to share knowledge and contribute to the continual improvement of the HSE team and the wider business. Ensuring that all HSE requirements for projects are fully understood.
- Carryout accident and incident investigations, identifying remedial actions to reduce the risk of reoccurrence.
- May be required to undertake Display Screen Equipment assessments, identifying to the business any reasonable adjustments in the work place in conjunction with the line management / HR team as required.
- Supporting the Drugs and Alcohol screening program, working with 3rd party vendor as needed.
- Manage Cubic Environmental safety to ensure compliance with government environmental regulations, industry standards and best practice.
- Assuring the content of Safe Systems of Work/ Work Package Plans/Risk Assessments/ Method statement and Task Briefs as required by the various departments covering their different activities.
- May be required to support external 14001/45001 audits from time to time as directed
- May be required to cover for peer group to provide cover during period of leave.
- Taking the lead on assigned projects as directed and may be asked to undertake other duties assigned by the manager from time to time, as may be reasonably required of them.
- Comply with Cubic's Quality, Security and HSE Management System, policies and procedures
Minimum Job Requirements:
- Qualified as Authorising Officer for Sector Scheme requirements in order to invigilate Electrotechnical Certification Scheme Tests; ensure portfolios are up to date and signed off correctly
- Certified as Qualified Supervisor for Sector Scheme requirements in order to carry out site assessments if required.
Qualifications:
Essential:
- Formal Health and Safety qualification (NEBOSH General Certification preferred as minimum)
- National Highways Sector Scheme Qualified Supervisor/Authorising Officer
- Full UK driving licence
Desirable:
- Tech, I.O.S.H
Essential:
- Previous experience of working as a HSE professional and able to demonstrate current knowledge of HSE legislation and good practice
- Competent in Microsoft Office to intermediate level
- Working knowledge of CDM
- Experience of working in a highways environment
- Working knowledge of document control and its importance
Desirable:
- Proven track record of working with Road Safety management
- Delivering training in a multidisciplined environment
- Exposure to and supporting of internal and external audits
- Ability to communicate effectively both verbally and in writing.
- Ability to work in a pressurized environment
- Able to work with minimum supervision, and make decisions
- Organised with the ability to multitask working within agreed timescales. High level of accuracy and attention to detail.
