Shell Energy India (SEI)/Shell Energy Marketing & Trading India Pvt Ltd (SEMTIPL) is the key interface to the market, providing more and cleaner energy across a global portfolio of LNG, gas, power, and environmental products to meet our suppliers' and customers' current and future energy needs.


SEI serves Indian customers through a fully-owned and integrated gas value chain - competitive supply from Shell's global LNG portfolio, regasification at the Hazira facility, and downstream customer sales and seeks to foray into power sector to undertake electricity generation and trading activity in the country.

SEMTIPL is a registered power trading licensee offering multiple power products to potential customers and will also be offering open access renewable power through its own renewable portfolio to potential Commercial & Industrial C&I off takers.


What's the role?
As Regulatory Affairs Advisor - India, you will lead on the following:

  • Regulatory initiatives across renewable C&I domain.
  • Due diligence, review of renewable energy PPA's and other agreements with C&I consumers, DISCOM's,etc.
  • Review of open access agreements with state and central transmission utilities, state, regional, and national load despatch centres
  • Prepare and update the larger team on the regulatory and policy landscape for management information & decision making
  • Support business development teams on identification of relevant regulations for calculation of intermediary charges for open access transactions resulting in calculation of net landed tariff for C&I consumers
  • Interaction with CERC, SERCs, APTEL, MNRE, NLDCs, SLDCs on regulatory and policy matters related to renewable power generation, trading etc.
  • Keeping an active tracking on draft and final amendments, new regulations, consultation papers etc. issued by central and state regulators
  • Collate, review and submission of cross functional comments, suggestions and objections on draft policies, notification papers, policies, guidelines issued by the respective regulators and authorities from time to time
  • Analyse business impact of any new policies, regulations, orders issued by the regulators
  • Review and analysis of state's tariff calculations in accordance with RE tariff regulations, orders of SERCs & CERC
  • Participate actively in the regulatory and policy forums in Indian renewable and power sector
  • Determine and support business development team market entry strategies, identifying and maturing potential route to market and revenue stream opportunities for sale of renewable power to C&I sector based on the current and upcoming regulations
  • Closely work with business development and legal teams to finalize term sheets, development of innovative power sales model etc.
  • Close collaboration with gas team on potential solutions & offerings on round the clock power supply basis current power and gas regulations
  • Deep understanding of open access market rules through 3rd party and group captive, group captive structuring, CERC & SERC's involvement, up to date on new potential renewable products which can be offered in the C&I sector

Moreover, you are expected to:

  • Work and lead regulatory vertical for a large IPP with focus on C&I power sales, should have executed power purchase agreements etc.
  • Have handson experience with various regulatory procedures related to open access, tariff order, amended regulations, competitor pricing, latest trends, and market intelligence to prepare the future strategy for market penetration
  • Work on Drafting Power offtake arrangements / contracts in Coordination with lawyers, strategy consulting with skills of Business Development, Advisory, Strategy & Process improvement
  • Have ensured transactions closure, coordinate C&I contracts documentation, settlements, and other contractual compliances.
  • Sound knowledge on various states renewable, solar, wind, hybrid policies and tariff analysis of electricity consumers to check and assess the viability of setting up renewable projects under captive/ third party mode.
  • Support, resolve and coordinate all pre& post PPA signing contractual terms to business development teams
  • Obtain deep knowledge of round the clock power, renewable open access, all exchangebased products
  • Work in close collaboration with other parts of Shell Energy, IG and RES to provide / solicit support to achieve the business goals (incl. gas/LNG, wind, solar, emissions trading etc.)
  • Establish and maintain relationships with industry influencers, regulators, and potential strategic partners; as appropriate
  • Obtain understanding of functioning of power markets open access mechanisms, bilateral contracts, power exchange transactions, knowledge of current offered products under and idea around development of new products which will be launched in near future like financial derivatives, working of CfD mechanism, VPPA's etc.
