Position Overview

Job Title: Senior Officer, Program Management Unit (PMU) MLE Plan Development

About the Position

Senior Officer, Program Management Unit (PMU) MLE Plan Development will report to the Associate Director, PMU based at Delhi. The Senior Officer PMU will play a key role in helping the India Safe Water team to understand JJM's existing M&E systems and capacities, identify key gaps, and ultimately make recommendations to JJM on M&E system strengthening. As part of this work, the Senior Officer PMU will work closely with EAII's India-based MLE team and EA's Global MLE-Strategy team. They will also be responsible for supporting the AD PMU to accomplish the PMU's broader goals of influencing national safe water strategy, capacity building, and promoting chlorination for water treatment. As the program portfolio expands, Senior Officer, PMU-MLE Plan Development may contribute to exploring and implementing innovative ways to adapt and expand government M&E systems at scale. .

While the position is focused on mapping and development of government M&E systems, the Senior Officer PMU will also likely conduct data analysis to better understand data quality and insights from existing government data and to support the dissemination of EAII-collected program data to government stakeholders.

The Senior Officer, PMU- MLE Plan Development will be required to travel to state-based programs for about 20% of the time. Travel is primarily during business days, while occasional weekend engagements may be expected.

Responsibilities

Technical Delivery

● Identify and map existing government systems for M&E of water programming - primarily related to JJM but potentially for other relevant departments and ministries

● Contribute to the effective dissemination and communication of results from EAII program implementation to government stakeholders, through applying innovative approaches to data presentation/visualization, development of MLE results briefs etc.

● Support the team in sourcing and analyzing secondary data from the government related to safe water programming

● Lead the process of collecting necessary inputs for government MLE plan development, to help ensure that the MLE plan is 'right fit' for context and that JJM is equipped to independently monitor program implementation

● Stay current on technical knowledge, research, and evidence, including Jal Jeevan Mission guidelines for rural drinking water supply and latest research and publications, and share latest developments with others team/s

● Utilize critical inputs, feedbacks and assessment results from internal studies/ other studies to inform changes in program approaches and scale-up as appropriate

● Provide as-needed support for drafting of policy-relevant materials and advocacy initiatives either requested by JJM, State governments, EA leadership, or external partners and academics

● Documentation of lessons learned and potential best practices related to focal areas, including government M&E systems development, communication of M&E findings to government stakeholders, M&E capacity building of government stakeholders etc

Program Management

● Participate in engagements with central and state Jal Jeevan Mission representatives, state departments of water, NGO partners, suppliers, manufacturers, and others

● Identify and map existing government systems for M&E of water programming, including key metrics to monitor government progress towards Safe Water goals

● Draft content requested by national and state governments, such as monitoring reports, research briefs, and memos on program results

● Contribute proactively to the broader policy, advocacy and capacity-building work of the PMU, including M&E-related awareness-building and training efforts and other non-MLE initiatives

● Engage with other teams within Evidence Action to ensure organizational expertise is optimally leveraged, e.g. India and Global MLE teams, National and Global program teams

● Attend meetings with donors, national level partners including Government of India and other technical agencies and represent the organization in meetings, conferences and other events

Requirements

Essential Qualifications, Experience, and Competencies

Essential

● Advance degree in statistics/biostatistics/population studies/economics/public health/ computer application or related field

● Must have 3+ years of work experience in monitoring and evaluation with a reputed organization

● Should have experience in developing and working with Theory of Change frameworks, understand and utilize M&E frameworks, and Logical Frameworks (log frames)

● Must have experience of developing and handling Public sector (Health/Water/WASH) IT applications and supply chain management

● Prior experience of developing management information systems and/or technological platforms is highly essential

● Experience in online data collection tools- Survey CTO, ODK, Kobo collect and developing visualization reports and dashboards in Tableau/Excel/Power BI/other software is preferred

● Strong analytical skills having experience in using Stata, R, or other statistical packages, as well as advanced levels of MS-Excel is required

● Experience working in the public sector

● Experience in working with senior level government partners is desirable, with project management experience working with state governments to implement large projects

● Highly motivated to achieve results and the ability to manage multiple tasks simultaneously

● Excellent interpersonal skills, sound judgment, communication skills, training experience

● Willingness to travel as and when required, and often on short notice

● Excellent team player with ability to work independently and in collaboration with colleagues at all levels across departments and external stakeholders

About India Safe Water Now

Evidence Action's Safe Water Now program provides safe drinking water to over 10 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that water treatment may be among the most cost-effective interventions available to save young children's lives, reducing all-cause child mortality by about 25%. The Dispensers for Safe Water (DSW) program, based on research by a Nobel-winning economist, utilizes an innovative and human-centric design to deliver clean water at the source in rural settings, achieving usage rates which are 5x that of comparable interventions. Evidence Action recently launched a next generation technology, In-Line Chlorination (ILC) in Uganda and Malawi, targeting rural, peri-urban, and urban communities, which has the potential to be even more cost-effective.
