    Reporting to the Director of Supply Chain Management, the Deputy Director of Supply Chain Management (SCM) shall assist in directing all facets of supply chain management including, but not limited to, subcontracting, purchasing, sourcing, and logistics. This includes the deployment of common systems and improved processes to drive continuous improvement in supply chain optimization. The Deputy Director will be an integrated member of the program leadership team and is responsible for a team of procurement, subcontracts and supply chain professionals who will execute compliant actions for the program in accordance with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. This individual must be a motivated leader, teacher and a self-starter who can work independently and collaboratively as part of a team in a dynamic environment. Actively support and uphold the Program and Company's stated vision, mission, and values.

    JOB RESPONSIBILITIES:

    • Serve as the main advisor to the Director of Supply Chain Management, Program Management and Corporate VPs supporting all supply chain functional requirements.
    • Drive day-to-day execution for the Supply Chain Management Team.
    • Provide critical analysis of program procurement functions; provision of strategic advice and counsel; in-depth review and oversight of organizational structures, delegations of authority, training and professional development, management control systems and other administrative management operations; analysis and evaluation of global procurement and contracting program, supply chain programs, support policies and issues to ensure acquisition requirements and mission critical needs for goods and services are achieved.
    • Support the development of advanced administrative and organizational concepts, principles and business practices and processes to serve as an expert consultant to the highest levels of management to resolve complex issues as they relate to the functioning of the program from a procurement perspective.
    • Translate operational objectives and requirements into special projects and operating guidelines to implement and execute program studies.
    • Support the development of short and long-range plans and resources requirements, such as personnel, materials, equipment and overall methods and processes relating to specific studies, within the procurement process.
    • Drive execution specific to procurement activities in support of the F-16 Iraq Program at the Martyr BG Ali Flaih Air Base (AFAB) in Iraq
    • Develop strategies to maximize competition, negotiations, and management of supplier performance.
    • Ensure the Procurement team is engaged in development and support of proposal strategies and recommend pricing approaches to ensure proposals offer clients best value.
    • Collaborate and work closely with contracts to ensure Customer solicitations are reviewed for potential risks.
    • Monitor supplier compliance, including timely delivery of deliverables, in coordination with the corporate logistics team.
    • Resolve supplier performance issues in collaboration with the applicable program leadership.
    • Manage procurement professionals in executing day-to-day activities. Provide training, mentorship to the team with varied levels of proficiencies.

    JOB QUALIFICATIONS:

    • Requires a bachelor's degree in a related field with 9+ years of relevant experience OR Master's degree with 7+ years of prior relevant experience.
    • 5+ years of supervising/leading teams and projects.
    • Experience with procurements international arena
    • In-depth knowledge of writing and reviewing Requests for Proposals, subcontracts, purchase orders, Teaming Agreements, and negotiation of terms and conditions and special provisions
    • Strong knowledge of procurement and logistics procedures (FAR and DFARS), and as well as a strong grasp of negotiation techniques.
    • Strong management and leadership skills.
    • Multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment.
    • Excellent analytical and problem-solving skills
    • Demonstrated ability to develop effective relationships internally and externally.
    • Strong communication skills, both written and verbal.
    • Comfortable working with executives and representing functional plans and priorities to senior leaders.
    • Drive organizational efficiencies and savings to the business.

    PREFERRED QUALIFICATIONS:

    • Experience with Deltek CostPoint and Maximo ERP Systems
    • Security clearance
    • NCMA CPCM or CFCM or other relevant professional certification(s)
    • Ability to energize a geographically dispersed (worldwide) team of procurement and logistics professionals.

    Physical Requirements And Work Conditions

    • Work is normally performed in a typical interior/office work environment.
    • Work involves sitting and standing for prolonged periods of time.
    • Individual may be required to work non-standard schedule in order to effectively manage activities and communicate requirements to forward operating location(s), suppliers etc.
    • Travel to and support programs in hostile and/or post-conflict environments.
