    Description
    Position: SubcontractManager Location: FortWayne Indiana United StatesJob Description:The Subcontracts Manager (SCM) is responsible for theoverall lifecycle of a subcontract from the initial sourcing andacquisition strategy development through the solicitationnegotiation award cost and schedule management subcontractorexecution and closeout steps. Subcontracts at our companys cover avariety of customer segments including U.S. Federal GovernmentCommercial International Governments International Commercial andDefense both domestic and international. the companys Subcontractsis an incredibly diverse landscape of technologies products andservices for development articles production technical &professional services requirements. Subcontracts leverages thevariety of subcontract types (i.e fixedprice cost reimbursementtime & material labor hour etc.) to best manage risk for boththe company and our customers. Typical management andadministrative responsibilities include collaboration on theacquisition strategy and sourcing development of the subcontractrequirements (i.e. SOW development) generation of thesolicitation/request for proposal source selection negotiation(price schedule technical terms & conditions) establishment ofthe official subcontracts file and its required documentationmanagement of supplier cost schedule performance and collaborationwith engineering on the technical management of the subcontractor.Other duties include change management risk management managementof customer / government owned property transportation and deliveryinvoice processing / acceptance of articles / work performed andpayment. Subcontracts also supports business development activitieson new pursuits and proposals by initiating the Subcontract Processfrom the beginning steps of negotiating nondisclosure and/orteaming agreements and performing the appropriate due diligence onpotential bidders in terms of supplier risk financial stabilitytechnical capability and quality management system assessments.Subcontracts support government customer and internal audits asrequired. Essential Functions:
    • Drive allaspects of major subcontract execution (cost schedule technicalquality) and full integration of the subcontract work scope withinthe program e.g. proposals negotiations contract executionetc.
    • Subject MatterExpert with advanced knowledge of contract types (i.e. FFP CostReimbursement T&M CPFF CPIF etc.) government proposals andBasis of Estimate (BOE).
    • Subject Matter Expert with advanced negotiation skillssubcontractor management and program risk managementexperience.
    • SubjectMatter Expert with advanced ability to review technical SOWsunderstand work scope and hold other functions accountable toprovide clarity and eliminate ambiguity in SOW language andtechnical requirements.
    • Subject Matter Expert with advanced knowledge ofFAR/DFAR requirements Prime Contract flow downs International TradeCompliance ITAR EAR Import/Export General Provisions Terms andConditions policies and procedures command media requirementsnegotiations of legal documents and supply chain strategies toimprove KPIs and ROIs.
    • Expert at problem solving by leveraging experience andthrough analysis of data
    • Expert understanding of Subcontracts relationship withother functions such as Contracts Program Management FinanceEngineering Quality Business Development and others.
    • Accountable to Program ManagerBusiness Development Supply Chain Leadership andOperations
    • Responsible to analyze diverse set of issues andchallenging development program(s) changes and communicateeffectively to Program(s) and Supply Chain ExecutiveLeadership
    • Workclosely with SCMs Program Management and Technical personnel tosupport/manage highdollar value proposals andsubcontracts
    • Experience with Intellectual Property (IP) and Patentrequirements
    • Able towork directly with Technical Team(s) to identify processesrequirements Statement of Works improvements and propose changes toinclude Supply Chain risk mitigation strategies with possible costsavings/avoidance
    • Ability to travel domestically and internationally ifneeded
    Qualifications:
    • Requirescomprehensive level knowledge of job area. May have indepthknowledge of project management.
    • Bachelors Degree and minimum 9 years of priorrelevant experience.
    • Graduate Degree and a minimum of 7 years of priorrelated experience.
    • In lieu of a degree minimum of 13 years of prior relatedexperience.
    • Totalrelevant professional experience to be minimum of 7 years inProcurement and/or Subcontracts. Experience to be one or acombination of the following:
    • Supply Chain Subcontracts Contracts Procurement ProgramManagement Engineering Quality Regulatory Compliance Legal andGovernment compliance and/or Finance. Coursework or practicalexperience that demonstrates business acumen compliance legalnegotiations skills analytical mindset strategy development andexecution.
    • 7 years ofexperience using MRP systems software.
    • Minimum 5 years experience with MicrosoftOffice Suite (Outlook WORD Excel (including pivot tables Vlookupetc.) PowerPoint etc.)
    Preferred AdditionalSkills: DoD Clearance is desiredbut not required Demonstrate a strongattention to detail and a high degree of accuracy.Possess excellent communication skills qualitycommitment customer focus strong interpersonal skills and beadaptable Experience as Cost Account Managerfor Subcontracts managing budgets and sales forecastingProficient in Microsoft Suite of Products (Word ExcelPowerPoint etc.) Lean Six Sigmaexperience.
