Job Description (Roles and Responsibilities)Main purpose of job:
The finance officer will be responsible for efficient and effective delivery of Finance across India Network including effective budget management, monitoring financial performance and compliance indicators and other finance operations like accounts receivable.
The role would also require review of major contracts for Estates, getting best out of our contracts in terms of delivery and value for money.
The person needs to be a proactive, well-qualified professional manager with rick experience in Finance and procurement.The role would be supporting Deputy-Head of Finance, India for day-to-day work and ad-hoc requests related to Finance and Procurement.
This is a busy management & administration role that calls for an experienced, well-organised self-starter with drive, initiative, and high-quality personal skills.
Roles and responsibilities / what will the jobholder be expected to achieve?:
The Finance Officer will be responsible for effective delivery of finance functions, ensuring consistent level of financial compliance and budget management, supporting the deputy-head of finance in day-to-day operations and coordinating with Estate supervisors in New Delhi for budget management, forecasting.
Conducting monthly finance meetings with supervisors, execute accounts receivable and accounts payable operations. Also, providing support to partners at the posts.
This person would also be responsible to monitor and review of Scope of work and tender documents prepared by Estates Teams at Posts in India and make sure the language of the documents is in line with FCDO commercial policies and must reflect the requirements clearly.
He/she will review the existing contracts and submit analysis on how we can achieve more efficiency from the current contracts and bring more value for money using existing resources.
Extend support to the Estate supervisors in drafting of the terms of reference for the new tenders.**Budget and Reporting
- 60%** Conduct meeting with the Estates supervisors and do a detailed review of the forecast for each of the activity planned by the supervisor every month considering the contract value and purchase order value as well.
- Conduct a detailed analysis of budget and forecast for the subheads and further into account codes every month at post level and provide inputs to the deputyhead of finance. Monitors, spend and look for opportunities to declare savings timely.
- Use Advanced excel skills to prepare smart spreadsheets for budget and forecasting.
- Consolidate and record inputs for claiming GST refunds. Ensure all purchase invoices are included across the post.
- Prepare reconciliation of credits received in BHC bank accounts and prepare debit memos/miscellaneous receipts.
- Prepare purchase orders for post vide requisitions raised and provide support to Accounts Payable Lead.
- 30%** Review estate contracts and submit ideas on how we can be more efficient and generate value for money out of existing contracts.
- Conduct spends and trend analysis for vendors and submit reports on anomalies and ideas for improvements.
- Review and Monitor GPC spend across the post and identify opportunities for a single or framework contracts where usage reaches the threshold.
- Conduct Market surveys and compare the invoicing & pricing of existing goods and services are in line with ongoing market prices.
- 10%** Managing relationship with OGD/PAG at the Network and conducting quarterly meetings to identify any issues they are facing.

- Mandatory Finance and on the job finance trainings
Essential on arrival:
- Bachelors/Master's in commerce or Business Administration.
- Advanced Excel trained with onthejob knowledge of using excel for reporting and delivery.
Desirable:
- Experience in Commercial procurement or Internal Audit
