Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India.

It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.

PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes.

The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders.

Public Health Foundation of India has been extending Technical Support to the Government of Karnataka for implementing Universal Health Coverage in the pilot districts of Mysore and Raichur from year 2013.

This work, which gained pace mid-2014 onwards, involved

  • 1) extensive orientation and iterative consultations with state and district officials as well as collaboration with state technical agencies,
2) the positioning of technical experts at the state and district level with continuous backstopping from PHFI headquarters,

3) the conduct of an extensive baseline assessment of institutional readiness and UHC linked indicators,

4) the identification of the top morbidity and mortality burdens at the district level, and

5) the development of an intervention action plan for improving coverage in a phased manner.


Based on this work and in convergence with evolving national policy; Department of Health and Family Welfare, Government of Karnataka is now implementing various reforms for moving towards UHC.

Strengthening service design and training for operationalization of Comprehensive Primary Health Care through Health and Wellness Centres is a priority intervention that DoHFW is implementing under the aegis of National Health Mission, Government of Karnataka.

PHFI-IIPH has also been formally designated as Technical Innovation and Learning Centre for extending technical support to NHM Karnataka in a phase wise implementation of CPHC in the identified pilot districts of Mysore and Raichur and also in the six districts of Hyderabad Karnataka Region.

In order to fully operationalize the PHFI-Technical Innovation and Learning Centre (TILC) for Comprehensive Primary Health Care (CPHC) housed within IIPH Bangalore, a team of skilled, dedicated and motivated personnel is now required to function under the expert guidance of senior researchers and PHFI staff.


  • Deliverables:
  • Support in planning, conducting and monitoring trainings under Bridge Programme (Certificate) in Community Health for Nurses related to CPHC and other trainings such as NCDs and multi-skilling of personnel for CPHC in close coordination with Technical Supervisor and Programme Manager TILC.
  • Develop study/ evaluation protocols, undertake and guide studies pertaining to
- baseline measurements, operational research and impact assessments for improving design of CPHC intervention in supervision of Technical Supervisor and Programme Manager TILC.

  • Prepare Reports which document and assess the efficacy of work processes, challenges, best practices, and other associated requirements of implementing the CPHC in close coordination with Technical Supervisor and Programme Manager TILC for submission to State NHM and NHSRC.
  • Undertake periodic field based reviews in CPHC districts to document the progress of implementation, identification of gaps and suggest corrective measures to Programme Manager TILC for submission to SPMU NHM Karnataka.
  • Liaise with faculty member and research staff of PHFI and its allied institutes.
  • Liaise with District Health officials and the resource persons for trainings.
  • Analysis and Documentation of Service Delivery Outputs from Health and Wellness Centres operational in Karnataka minimum once a month.
  • Submission of Monthly Progress Report of CPHC Implementation to Mission Director National Health Mission with comparative analysis of district wise reports.
  • Submission of Quarterly Progress Report of CPHC Implementation to National Health Systems Resource Centre with comparative analysis of district wise reports
  • Perform any other duties as may be assigned by the Technical Supervisor and Programme Manager TILC

Possess MBBS / BDS / BAMS and Master in Public Health/ PG Diploma in Health Management with interest / experience in Primary Health Care or Public Health Systems Strengthening.
