Duties

Basic Function of the Position:

The position is located in the Foreign Commercial Service (FCS)/ United States Patent and Trademark Office (USPTO), American Centre, Kasturba Gandhi Marg, New Delhi.

The incumbent will provide a full range of FCS/USPTO paralegal and administrative services to U.S. and host country businesses.

S/he will report to the Commercial Officer (IPR) through the Commercial Specialist (IPR) and will be responsible for promoting high standards of intellectual property protection and enforcement at both national and regional levels.

S/he will monitor and report opportunities to do outreach in intellectual property; plan, organize, implement, and support intellectual property events; perform paralegal duties, including researching and analyzing IPR laws, court decisions, and news in India and across South Asia; review intellectual property laws and draft research reports; and serve on FCS teams.

S/he will contribute to the IPR toolkit through research on current events and laws, update the mission and USPTO websites and prepare written reports.

S/he will maintain close working relationships with a wide range of working
- to middle-level industry, trade association, and government contacts in the United States and host country to gather information, find opportunities, and advocate for higher standards of intellectual property protection. S/he will assist host country firms with information on intellectual property; draft and translate speeches for the Commercial Officer for Intellectual Property; provide support for official U.S. visitors; maintain client records in CMS; and provide guidance to contractors.

In support of U.S.

exports and trade objectives in India, the incumbent will also serve as a back-up to the Budget/ Administrative Assistant at the Patent and Trademark Office at New Delhi.

The incumbent will assist and advise the Supervisor - IPR Specialist and the American Officer to plan and implement a wide spectrum of personnel, administrative, operational, program, and financial aspects of the PTO India program.

The incumbent will also perform other duties as assigned.

Qualifications and Evaluations


Requirements:


EXPERIENCE:

This position requires four years of experience in law, business, government, or NGOs in the fields of intellectual property, marketing, trade promotion, economics, or international trade.

Education Requirements:


This position requires successful completion of a Bachelor's degree in Science, Economics, Marketing, Management, Business Administration, International Trade, or Law.


Evaluations:


LANGUAGE:

Fluent in English (Speaking, Reading, and Writing) is required. This may be tested.


AND
Good working knowledge in Hindi (Speaking, Reading, and Writing) is required.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time the conditional offer letter is issued by the HR Office.
