    • Conduct meetings with key state officials and departments at district and state level to identify and map foundational learning priorities and programmes, existing budgets, funding sources and schemes, spend and utilization
    • Conduct past 5-year component wise analysis around budgetary gaps by accounting for funds available for foundational learning through review of state and district level plans and expenses
    • Identify unutilized funds across departments and possibility of convergence under flexi-funds, District Mineral Foundation Funds, District Innovation Funds, funds with panchayats, etc. to reallocate more resources to FL
    • Estimate 5-year financial projections and identify financial deficit based on state priorities and programmes for FL
    • Identify roadblocks in fund deployment, processing, utilization and reporting across state through interviews with state and district departments and a sample of schools/ school associations
    • Sensitize and assist states to create a fund reporting system for the state across components to identify annual allocations and utilization; solution with states to develop an automated tool/ dashboard to track fund utilization
    • Conduct a workshop each in state education departments on budgetary trend analysis, systemic gaps, and fund reporting system to build capacity and create a strategic roadmap for the state around financing for foundational learning including sharing of untapped resources
    • Work with states towards institutionalization of foundational learning at policy and scheme level, design implementation plan and standard operating procedures for the state for smooth financing, coordination, and reporting of funds
    • Develop strategy to devise public budget and procurement reforms to improve FLN learning outcomes in the project states
    • Identify and map foundational learning priorities and programs, existing budgets, funding sources, funding gaps in the project states
    • Drive and conduct discussions with the state departments (Education/ Finance/ WCD, among others) in UP, Bihar and Jharkhand, if required, for driving reforms in public budget and procurement
    • Assist in developing a contextualized strategy for leveraging discretionary funds available at district, ULB and/ or Panchayat level towards FLN
    • Assist in developing a strategy for improvement in tracking of education budget at all levels- local government body, district, and state
    • Assist states in the annual budget planning exercise (AWP&B) for Samagra Shiksha
    • Undertake capacity building of the team in the space of public budget
