    The Assistant Manager should have deep domain expertise to help us deepen our existing capabilities of social subsidies—particularly food subsidies. Should have working experience and understanding of working as part of government departments and ministries. Should also have expertise in global development, public policy, economics, government advisory, and digital technology for governance.

    Description

    The Assistant Manager – Social Policy and Impact will be required to spend 75% of the time at the client location i.e. Department of Food and Public Distribution and 25% at the Delhi based MSC office. At the client location, the Assistant Manager – Social Policy and Impact will act as a representative of MSC. At the client locations, the detailed responsibilities will include:

  • Work alongside a team of consultants employed by MSC at these client locations on the aspects mutually decided between MSC and the client
  • Provide strategic/ technical support to clients to ideate, define, and operationalize the initiatives undertaken by them from time to time
  • Provide operational day-to-day support to implement the ongoing work.
  • Lead/facilitate discussions with these clients and implementation partners for the work being implemented by them in different states and union territories
  • Help the MSC team to organize quarterly/ monthly meetings/ workshops/ seminars including various topics concerning the clients
  • Write blogs, reports, and other publications for external dissemination
  • Support any other work being decided in the future by MSC and the clients.
  • Other than the above-mentioned work, as part of the Government and Social Impact (GSI) team at MSC, the Assistant Manager – Social Policy and Impact will work with governments, development agencies, donors, and other institutions to:

  • Define, design and improve strategy and public policy choices
  • Design and manage research/study projects to gather evidence to improve delivery of social welfare and development programs
  • Re-engineer and digitize processes to deliver efficient and targeted services and benefits
  • Conduct pilots and support implementation
  • Monitor and evaluate programs
  • The Assistant Manager – Social Policy and Impact will also manage collection and data analysis, write reports, blogs and articles and shall also be responsible for business development and client relationship management. The Assistant Manager – Social Policy and Impact will have the following responsibilities that will include:

    Business Execution

  • Participate in assignment set-up and de-briefing meetings of assignments
  • Lead small and simple assignments under supervision
  • Execute assignments with utmost diligence, attention to detail and focus on quality
  • Seek guidance from colleagues when unsure
  • Support the process of report writing and data analysis
  • Develop linkages with junior staff of the client to gather assignment related information/data
  • Assist in the review of training courses delivered, research papers prepared, curriculum developed and technical assistance provided to clients
  • Contribute to the development of MSC's toolkits and other publications
  • Professional Development

  • Conduct "Quality of Delivery"/Feedback assessments with team members after assignment execution in line with the quality control guidelines
  • Assist and support development of other staff by providing guidance and advice where appropriate
  • Take ownership of self-development by acquiring skills, knowledge which adds value to the organization
  • Business Development

  • Support the development and submission of proposals to generate business
  • Author /Co-author thematic publications to be developed from field experiences (Focus notes/Briefing notes)
  • Actively engage in Marketing Activities and participate in Digital Media dialogues (blogs, discussion forums etc.).
  • Requirements

    Qualification:

  • MBA or Masters in Agriculture, Public Policy, Public Health, Economics, Public Administration, Social Work, Rural Development, Agri-Business or other relevant professional qualifications in line with the areas of specialization.
  • Desired skills and competencies:
  • Experience in the development, and social sector with a consulting firm, think tank, donor/development agency, research organization, or government
  • Experience in the domain of Public Distribution System, food security and subsidy
  • Have basic experience of working with government departments/ ministries preferably being part of some TSU or such technical unit established within these departments/ ministries.
